Phil Mendelson was sworn into office as D.C. Council Chairman during a ceremony that took place Thursday, Nov. 28 at the John A. Wilson Building in Northwest. Mendelson, who was administered the oath by Judge Gladys Kessler, will serve as the 13-member council's 8th chairman.
