Prince George's County Executive Rushern L. Baker, III Announces Interim Leadership

Upper Marlboro, MD - Today Prince George's County Executive, Rushern L. Baker, III made his first official decision as County Executive by announcing eight interim appointments and two permanent appointments of his senior staff and selected county agency heads.

Within County Executive Baker's senior staff, P. Michael Errico, was named Acting Chief Administrative Officer and Bradford Seamon, Acting Deputy Chief Administrative Officer, Gwen McCall was appointed as County Executive Baker's Chief of Staff.

Interim agency heads announced by County Executive Baker include Marc Bashoor - Acting Chief of Fire/EMS Department, Betty Hager Francis - Acting Director, Department of Housing and Community Development, Gail Francis - Acting Director, Office of Finance, Thomas Himler - Acting Director, Office of Management and Budget, Mark Magaw - Acting Chief of Police, and Samuel Wynkoop - Acting Director, Department of Environmental Resources. Additionally, County Executive Baker named Stephanye Redd Maxwell, as Director of the Office of Human Resources Management.

"While the Transition Committee continues an extensive search for the best possible applicants, reviews the current state of county agencies, and seeks best practices to deliver a more effective and efficient county government, these experienced and talented individuals will be able provide the expertise and leadership needed during this interim period of transition," stated County Executive Baker.

All of the announced appointments of County Executive Baker, besides Chief of Staff and Deputy Chief Administrative Officer, require County Council approval.

"I am honored to have their service and confident these individuals will be able to provide the residents of Prince George's County improved department and agency performance while we find the best permanent placements in these positions," added County Executive Baker.



Biographies of Permanent Appointments:

Gwen McCall, Chief of Staff: Former Operations Manager for District of Columbia, Office of Planning for eight years, Developed and implemented internal systems outlined by the Mayor in an effort to improve the quality of services provided by the various District Government Agencies in the areas of Customer Service, Emergency Preparedness Risk Management, and Resource Management. Major achievements and accomplishments include developing and implementing an Agency Risk Management Plan.

Stephanye Redd Maxwell, Director, Office of Human Resources Management: Deputy Court Administrator for 7th Circuit of Prince George's County Courts, Deputy Director for Prince George's County Office of Human Resource Management, Associate Prince George's County Attorney

Biographies of Interim Leadership Appointments:
P. Michael Errico, Acting Chief Administrative Officer: Former Prince George's County Deputy Chief Administrative Officer, former Director of Prince George's County Department of Public Works and Transportation, former Deputy General Manager, Washington Suburban Sanitation Commission (WSSC), over 35 years of service to Prince George's county

Bradford Seamon, Acting Deputy Chief Administrative Officer: Certified Public Accountant (CPA), BBA Accounting, MS Financial Management. Former senior staff auditor, Deloitte, 20 years as CEO of professional services firm managing human resources, information technology, finance and business development departments. Has conducted federal grant compliance reviews. Experienced with healthcare programs and underserved communities. Finalist, Small Business Ethics Award, Guest Lecturer Howard University School of Business

Acting Fire/EMS Chief Mark Bashoor: Retired 23 year veteran of the Prince George's County Fire/EMS Department, recently Director of Homeland Security for Mineral County, West Virginia. Consultant with the United States Veterans Administration, a fire service adjunct instructor with the Texas A&M University, and is a member of FEMA's Technology Transfer Working Group

Betty Hager Francis, Acting Director, Department of Housing and Community Development: Former Director of Prince George's County Department of Public Works and Transportation for ten years and former Director of Public Works for District of Columbia. Served as a member of the American Public Works Association; County Engineers Association of Maryland; and on the board of directors of the Family Crisis Center of Prince George's County

Gail Francis, Acting Director, Office of Finance: Currently Deputy Director, Prince George's County Office of Finance

Thomas Himler, Acting Director, Office of Management and Budget: Former Director of Prince George's County Office of Management and Budget, former legislative lobbyist for Prince George's county

Acting Chief of Police Mark Magaw: 27 year veteran of Prince George's Police Department, currently Deputy Chief of Bureau of Strategic Management, formerly commanded the Planning and Research Division, the District I Station in Hyattsville and was the Acting Commander of the District VI Station. Other assignments entailed a command in the Criminal Investigation Division where he oversaw the Special Crimes Section, which included the Sexual Assault, Child Abuse and Victim Services Units

Samuel Wynkoop, Acting Director, Department of Environmental Resources: Former Director of Department of Environmental Resources for over eight years, served as Prince George's County Council Administrator as well as Deputy Chief Administrative Officer and Chief of Staff for Rep. Steny Hoyer
