President Obama speaks at the White House on June 13.

President Barack Obama said Friday the United States "will not be sending troops back into combat in Iraq," though he would reevaluate his options for military action as insurgents continue to gain ground in the country.

Obama, speaking at the White House before heading to North Dakota, said the deteriorating situation "could eventually pose a threat to America and its interests as well."

But the president stressed the Iraqi government needs to take control and responsibility of their security.

"We can't do it for them," Obama said. "In the absence of this sort of political effort, short-term military action won't succeed."
